Title: 95 Express: Providing Congestion Relief and Offering Transportation Options

Abstract: The first of its kind in Florida, 95 Express is the conversion of HOV lanes to HOT lanes which combines new capacity, congestion pricing, managed lanes strategies, ride-sharing incentives and virtual bus rapid transit. 95 Express is different from most other HOV-HOT conversion projects around the country in that the improvements are developed generally within the existing roadway footprint, HOV lanes are being redefined by increasing minimum occupancy (from 2 to 3) requiring carpool registration specifically targeted to commuters. As expected, the commencement of dynamic congestion pricing resulted in improvements in travel speed for both the express lanes and the general purpose lanes with speed differentials of approximately 20 MPH. Additionally, revenue and traffic data is tracking closely with modeling results. Combining tolling, technology and transit, the project provides users with new and enhanced transportation options, and improved highway and transit operations.
